President Donald Trump’s nominee to lead the National Highway Traffic Safety Administration has a history of standing up to Tesla Inc., raising questions about how he’ll deal with the executive branch’s laissez-faire approach to regulation, according to an Automotive News review of his employment, public comments and previous tenure at NHTSA.
