California chides GM and Toyota for backing Trump on fuel rules

California’s top environmental official criticized General Motors and Toyota Motor Corp. for backing the Trump administration’s attempt to revoke the state’s authority to regulate auto emissions, saying she hoped car companies had learned by now to work with the powerful agency.
