The 11th-hour reprieve Feb. 3 from punishing 25-per-cent U.S. tariffs on imports from Canada and Mexico closed the opening act of North American trade renegotiations, setting the stage for a new order that could threaten automaker and supplier investments in Canada, auto experts say.
