Volkswagen of America, moving to thwart the impact of new U.S duties, plans an import fee to be added to the destination charge on vehicles assembled outside the U.S. and has halted rail shipments of vehicles built in Mexico to the U.S., according to a memo to dealers obtained by Automotive News.
