NEW YORK — Lordstown Motors Corp., the electric truck startup that launched operations in a former General Motors small-car plant in Ohio, filed for Chapter 11 bankruptcy protection on Tuesday and put itself up for sale after the company failed to resolve a dispute over a promised investment from Taiwan's Foxconn.
