WASHINGTON — Peter Navarro, President Donald Trump’s top trade adviser, on Monday dismissed tech-billionaire Elon Musk’s push for “zero tariffs” between the U.S. and Europe, calling the Tesla CEO a “car assembler” reliant on parts from other countries.
