In late January, the FTC’s Combating Auto Retail Scams Rule — CARS Rule for short — was vacated by the Fifth Circuit Court of Appeals. The proposed rule would have required dealerships to disclose all mandatory fees upfront, standardize an offering price to prevent deceptive pricing and impose stricter guidelines on add-on products and financing terms.
